I don't think CFI are morally bound to disclose this at all.
Their duty to the concessionaires...is it contractual? ie written in their contract? What does the contract say about disclosure? Nothing eh?
What are you trying to do? Make the memorandum more binding? Make it stiffer? I think that your posting the memorandum already has brought into operation the law of unintended consequences.
Personally, I think the attack on CFI has been a fizzer.
CFI have the right , and the power to make decisions relevant to the island, and attempting to head-butt them on it, well, you can only end up losing. The GOLDEN RULE* applies.
Now, there are many things I don't see eye to eye on with CFI, and I've told them so. But generally, to the benefit of the island, I figure that they have been far better than the alternatives. They are a distinct improvement on what went before. Dammit, they are even approachable!
An example. One of my "pet" peeves about Corregidor is the cats that run free on it. Domestic felines become feral cats, a danger to every form of life smaller than they are. They break the natural food chain. I have been whining for years that if Corregidor is ever to aspire to any form of ECO-ness, or to attempt to claim any ECO-CREDENTIALS, it won't happen until the cats are off the island, in their feline entirety. Initially, I thought that the policy that no cat should be on the island, except if they were wearing a bell. That was, I admit, naive. For a natural ecology, it was explained to be, cats should be removed in their entirety. I approached CFI, and expected to have a dispute with them about this. Dang, if they didn't agree with me! There's hope yet!
Pity that HAAGAS, our white breasted Sea Eagle, can't develop a taste for feline flesh. Notice also that I have managed to deal with this topic without ever making one reference to girl thingy...OOPS!!!
