Unless this photo was taken in reverse, the cars are driving on the wrong side of the road. I doubt if this was in the P.I. The trams are also different in design. There should a "calesa" but what I see is a rickshaw (lower right).
This may be in one of the British colonies in Asia
However, I might be wrong....

Hey Battery...You are seldom wrong on this kind of thing. I betcha it's Singapore. The terrain is too level to be Hong Kong. Is the lay of the land in downtown Kowloon this level??? But as you said, unless the photo is in reverse, Manila it ain't, me also thinks. It is an interesting photo, though. Cheers.

Hey Darth...Maybe some old "Asia Hand" is still living who might view this photo and identify the city when looking closely at the structure at the far end of the Boulevard and espies the large government building (court house, seat of government, etc) and his memory is jogged. As stout as that structure appears to be, surely it or a remodeled version is still in existence somewhere in the orient. "Large Government establishment, located at end of wide, parkway". Ancient memories might be rekindled at this late date. Even if that building has been replaced, surely the authorities of this city would rebuild on the same plot of government owned land. Just another wild, uneducated guess on my part. As I always say, "aint this fun" ?? I love these little "riddles".

I can't say whether darthdract's photo is of Taft Avenue, but the pic below, from "Philippine Expeditionary Force" (1943) shows parked cars on the left side of Escolta Avenue in Manila. It would seem to be a two way street since the horse-and-buggy, bicyclist and car on the other side of the road are facing the opposite way.

oklaNice analysis, regarding the Government style Buildings it looks similar to the Colonial Buildings like The National Museum. and the Old Philippine Legislative building. This could be the old T.M Kalaw Boulevard, What I am going to do is do research on the Tram Service in Manila, The Tram service is Operated by the MERALCO ( Manila Electric Railroad And Light COmpany, ) I know some websites that has a collection of stories regarding Rail Travel in Manila.

Darth, I'm no old car buff, sorry, but I'll bet okla has the answer . According to Wikipedia, the PI switched from left hand traffic to right hand traffic on March 10, 1945 to facilitate troop movement in Manila. I'm guessing the US GIs had a hard time with the LH flow-
