In 1948, the CIA published a paper examining the then proposed granting of amnesty to accused collaborators in the Philippines throughout WWII.
Essentially, the CIA's view was that the amnesty eliminated the ability to distinguish between patriotism and treason, and welcomed those who had collaborated with an enemy into a life of authority and influence over the political, economic and social life of the country.
It was forgiveness awarded in the absence of contrition, and it set the scene for much which has appeared in the rear-view mirror since.
