Today, from a fellow local American Veteran, I received this email about the above MOH Recipient. I never heard of this trooper but I like to share it with you. Maybe you know of him. The email claims that today he is recognized as the first Asian and Filipino to receive the United States Congressional Medal of Honor. Wikipedia has a page on him.

August 26, 2011 Yesterday I received a request on China Post 1-Philippines “Facebook” from Mrs. Maridhel Turzar who lives in San Fernando, LaUnion. She is the great grand- daughter of the first Asian and Filipino to be awarded the Medal of Honor by order of the President of the United States. His bravery saved his fellow US Army soldiers, including his Commanding Officer on Sept. 24, 1911, during a fierce battle against the Moro outlaws in Basilan. Her plea to seek recognition for her “Great Lolo’s” heroism moved me. She informed me he was buried in a simple public grave yard in San Fernando and neither the Philippine nor US Govt. agencies had ever paid attention to get him properly honored and his gravesite cared for. After a few hours of research, I found a few sparse articles and US Army Records site that verified this young man’s extraordinary valor in combat. I assured Mrs. Turzar that I would make sure he will be properly honored. I contacted brother Legionnaires and VFW Commander and Senior Vice Commander Frank Hilliard and Tom Darkus at Post 9892 in Bauang La Union, and, to my great pleasure, they enthusiastically informed me they had hunted for his gravesite and were frustrated in their pursuit of the location of his grave in San Fernando. Commander Hilliard got in touch with Mrs. Turzar almost immediately to begin the process of properly honoring this great Philippine and American Hero.
In addition at our regular China Post 1 meeting upcoming Sept 11, 2011 at Bali Hai Resort in Bauang, La Union, we will coordinate an honors ceremony celebrating the 100th Anniversary of Private Nisperos’ action of Sept 24, 1911. The following information is provided:
PRIVATE JOSE BALITON-NISPEROS (December 30 1887- September 01 1922) United States Congressional Medal of Honor General Order No. 64 United States War Department Dated November 25, 1912 For The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Jose B. Nisperos, United States Army, for most distinguished gallantry on 24 September 1911, while serving with 34th Company, Philippine Scouts, in action at Lapurap, Basilan Island, Philippine Islands. Having been badly wounded (his left arm was broken and lacerated and he had received several spear wounds in the body so that he could not stand), Private Nisperos continued to fire his rifle with one hand until the enemy was repulsed, thereby aiding materially in preventing the annihilation of his party and the mutilation of their bodies. There were only a handful of Filipino soldiers in the past who were bestowed with the highest military distinction given by the United States government– the Medal of Honor. One of these distinguished Filipino wartime heroes was Private Jose B. Nisperos. Today, he is recognized as the first Asian and Filipino to receive the United States Congressional Medal of Honor.
Jose B. Nisperos grew up in the province of San Fernando, La Union and was later recruited to the 34th Company United States Army Philippine Scouts Division. During this time, the Philippines was a territorial property and colony of the United States and was engaged (alongside the American colonizers) in a battle to suppress the Moro Resistance (1899-1913) in the Southern Philippines. In 1911, Private Nisperos along with the Philippine Scout’s 34th Company was sent to the Basilan Island to subdue the ‘rebel forces’ there resisting the US takeover of Basilan and the whole Mindanao. On September 24, 1911, Nisperos together with his mother unit, the 34th Company, was ambushed in Lapurap, Basilan Island by a large group of rebels armed with bolos and spears. Nisperos’ unit gained a handful of casualties during the ambush but because of Private Nisperos’ action at the time of the siege (He fought the raging rebel forces until they retreated back to the hills using only one hand – his left hand was badly wounded and he received several spear wounds on his body), the 34th Company Philippine Scout was spared from total annihilation. For his gallant action, bravery, and valor in the battlefield, Private Jose B. Nisperos was awarded on November 25, 1912, the United States Congressional Medal of Honor. He was medically discharged due to the severity of his wounds and given a pension of $55.00 /month. He died in 1922 after a long illness at the age of 34.

Beginning in 2008 VFW Post 9892 became aware that the very first Asian, and first Filipino, recipient of the Medal of Honor, Private Jose B. Nisperos, hailed from San Fernando City, La Union. In keeping with our Congressionally directed mandate to "perpetuate the memory and history of our dead…" VFW Post 9892 set in motion efforts to find and honor his resting place.
Almost one year ago, post member JD Keller (American Legion China Post 1 Commander), found contact on Facebook with one of the grandchildren, Maridhel Turzar, of the object of our search. Subsequent meetings with the family, physically finding the actual unmarked grave, and motions to improve and honor his remains, are finally coming to fruition.
The City of San Fernando government recently approved a plan for construction of an appropriate monument, in a highly visible area of the same Lingsat Cemetery for his Re-Internment. The planned date for the services and actual Re-Internment are now set for April 2, 2012, at 0900 hours.
As equally caring Comrades, associates and friends, you are hereby invited to attend and grace this ceremony to finally properly honor this highly deserving veteran. Help us to give this deserving veteran a worthy ceremony by counting yourselves among those in attendance. All attending in uniform should be in garrison cap, barong, slacks and shoes. Wives, families are invited also.
There will be a reception and snacks provided by the City government after the completion of the honor ceremonies. All are invited to remain and visit with the family and dignitaries present. (The U.S. Ambassador Harry Thomas is among the invited.)

The Reburial and Memorial Honors of and for Corporal Jose Baliton-Nisperos has taken place as planed on the 2nd April 2012 9am at Lingsat Cemetery, San Fernando, La Union. My family and I were guests and here are my observations and images of this event. The people of San Fernando City and the Province of La Union made a great effort to recognize and honor this hero from 1911, almost 101 years ago. I was impressed and I’m very thankful the people and their leaders, the Governor, the City Mayor, the City Councilors, the Regional National Police and the many other participants for organizing and rendering such an impressive Honors of one of their sons. This thread tells us how it all started. The City and the Province consulted the Nisperos family and together with the Veterans of Foreign Wars (VFW) Post 9892 formulated a plan to honor this hero and son of the La Union Province, a Military Scout. VFW Post 9892 invited other US Military Associations to participate. I rather let my pictures tell the story, the pictures have the names of the major players and the Memorial Honors program is also included it also has names of people involved. THE MOH MEDAL HAS BEEN RETURNED. To me this story about a Philippine Scout receiving the US Medal of Honor as the 1st Filipino and Asian in 1911 is most interesting. Then all but his family has forgotten it and the medal got lost in 1922. Then recently the efforts of a family member searching for that medal and recognition was finally rewarded with the help of a lot of people and Government units of the La Union Province. And best of all the medal has been found and has been returned to the family and the people of La Union. The story is covered in at least 4 bulletins boards I know of. Nisperos was the first Filipino and Asian to receive the medal, the highest US military honor. “I kept on reading the story about Lolo Jose and wondered where the medal was,” Turzar said. When she was 10, she accompanied her Lola Guia (Nisperos’ daughter) to Mass. After the Mass, her grandmother knelt down and started to cry. “I understood that deep in her heart there was no closure of that chapter in their life. I promised her then: ‘When I grow up, I will exert my best effort to find what is rightfully due your father and our great grandfather.’ I made the same promise to her sisters, Leonila and Concepcion,” Turzar said. Her grandmother had told her that a relative took the medal days after Nisperos died in 1922, supposedly to help Nisperos’ widow, Potenciana, claim benefits from the American government. But since that day, the family never saw the medal. Mission It was five years ago when Turzar embarked on a mission to find the medal, meeting different people along the way, some of whom tried to take advantage of her search. “There were people coming even from the United States pretending to be writers and knowing about Lolo Jose. They said they could help us approach people to get it back, for a fee of $5,000. Of course, we did not have that money to give them,” she said. But Turzar’s effort and patience bore fruit. After 90 years, Nisperos’ Medal of Honor is now with the family for safekeeping. “After 90 years of praying and hoping, the medal of our great Lolo Jose—the first Filipino, the first Philippine Scout, the first Asian and the first non-American recipient of the Medal of Honor for valor, the highest US military award—was given back to us, the rightful heirs,” Turzar said. San Fernando Mayor Pablo Ortega was instrumental in locating the medal, she said. Ortega appealed through the media to spread information on the missing medal and sought its return to the family. Early this month, the mayor’s friend, an antique dealer who runs a store in a shopping mall in Metro Manila, informed him that he knew the collector who bought Nisperos’ medal at an auction of the Philippine Numismatic and Antiquarian Society in 2010. Turzar said the collector, who asked not to be identified, learned about the family search and appeal from media reports. A meeting for the medal’s return was then set. “We finally met the collector on June 7 and he just gave it back to us, without asking for anything in return,” Turzar said. Ecstatic Turzar was ecstatic when she read her great grandfather’s name engraved on the medal. “My grandmother Guia, her sisters Leonila and Concepcion and even my mother Virginia never saw the medal in their lifetime. Now my promise to them had been fulfilled,” Turzar said. According to Ortega, the collector wanted the medal to be placed in the custody of the city government and displayed in a museum. The medal, he said, would be kept in a vault of a government bank until the city sets up a museum.

PVAO Turns over US MOH to Nisperos Family in 2921. PVAO TURNS OVER US CONGRESSIONAL MEDAL OF HONOR TO NISPEROS FAMILY Note from Karl: I visited the grave of MOH Recipient Jose B. Nisperos last week and was going to post my pictures now. Then I discovered this news and decided that needs to be shared with people in our circle first! The pictures and story have been copied from this PVAO Webpage: pvao.gov.ph/pvao-turns-over-us-congressional-medal-of-honor-to-nisperos-family/This is the text: The US Congressional Medal of Honor is the highest and most prestigious military decoration presented by the United States government to a member of its armed forces. The recipient must have distinguished himself at the risk of his own life above and beyond the call of duty in action against an enemy of the United States. Due to the nature of this medal, it is commonly presented posthumously. Private Jose B. Nisperos served under the 34th Company of the Philippine Scouts during the Moro Rebellion at the time of the Philippine-American War. Despite having been unable to stand after receiving several spear wounds in the body resulting to a broken and lacerated left arm, Private Nisperos continued to fire his rifle with one hand until the enemy was repulsed. This heroic act aided materially in preventing the annihilation of his party and the mutilation of their bodies. Private Nisperos was awarded the Medal of Honor (MOH) on 3 February 1913, marking him as the first Asian to be awarded the US Medal of Honor for his bravery during the Filipino American-War. Unfortunately, the original MOH was sold to an antique collector back in April 2011, but was returned to the family in June 2012. After its unveiling at the City Veteran’s Wall at the San Fernando, La Union City Hall on 20 March 2015, the MOH went missing as it was presumably stolen. After going through a lengthy quest to retrieve the missing medal, the great granddaughter of Private Nisperos, Mrs. Maria Delilah Gregorio V. Turzar, wrote to the US Army Human Resource Command (HRC) on 15 September 2020 to ask for a replacement. With the assistance of MGen Antonio Taguba, a retired US Army officer, the replacement was finally issued and was then sent to the Philippine Veterans Affairs Office (PVAO) through Commo Elson K. Aguilar, then Chief of the Office of the Veterans Affairs in Washington DC. Unable to hold a formal turn-over ceremony because of the pandemic, PVAO opted to have the medal personally delivered to the family in San Fernando, La Union. Finally, the US Medal of Honor has been officially turned over to the family of Private Jose B. Nisperos on 22 July 2021 in San Fernando, La Union. Jose Nisperos, First Asian MOH Recipient, was born in 1887, and in 1907 enlisted in the Scouts in his hometown of San Fernando, La Union. Nisperos was honorably discharged and served as a local policeman until his death in 1922. Note from Karl: Mr. Philip Garcia has done this great job of this restoration of the photo of Jose B. Nisperos. It is really good and he needs to be credited and commentated for it. He has a Facebook page in his name, with an icon portrait in a Philippine Scout uniform.

MOH Presentation An emotional report of the MOH being presented to Private Jose B. Nisperos It happened on a sunny afternoon 5pm Monday the 3rd Feb. 1913 at one of the holiest (historic) squares in the Philippines, the Luneta Square. Major General J. Franklin Bell, commanding officer of the in the name of the United States of America and in uniform of his rank, stepped forward fifty feet across the soft sward of the Luneta and presented to a Filipino private the soldier’s Medal of Honor. There were 5 thousand spectators; including left and right, on the terraces and windows of the Manila Hotel and the Army and Navy Club. A full regiment of his countrymen in three battalions sides on this hallow square were formed up in parade formation.
